How the Open Water Market Works in England
Since 2008 in Scotland and April 2017 in England, the open water market has allowed businesses to choose their own water retailer. While the physical infrastructure stays the same, you have the freedom to choose who manages and bills your account.
Your Regional Wholesaler is determined by your location, such as Thames Water, Severn Trent, or United Utilities. They own the reservoirs, treat the water, and maintain the local pipe network, meaning your water pressure, quality, and emergency services will not change when you switch.
Your Retailer is the company that bills you, reads your meters, and provides customer service. This is the competitive part of your water service, and the part Tariff.com helps you switch to secure better rates and terms.

Frequently Asked Questions
Yes. Since April 2017, more than 1.2 million businesses, charities, and public sector organizations in England have been legally entitled to choose their water and wastewater retailer. This applies to everything from small high-street shops to massive multi-site operations.
Absolutely not. The switch is entirely administrative. Because your regional wholesaler continues to look after the physical pipes, your water pressure, flow rate, and safety remain completely unchanged throughout the transfer process.
There are two main differences:
- Launch Date: Scotland opened the world’s first open market in 2008, whereas England’s open market officially launched nine years later, in April 2017.
- Wholesaler Structure: Scotland relies on a single, national, publicly owned wholesaler (Scottish Water). England uses a network of regional, privately owned wholesalers based on geographical boundaries.
Your physical wholesaler depends entirely on where your business is located. Regional infrastructure monopolies (such as Thames Water, Southern Water, Severn Trent, or United Utilities) own and maintain the physical asset networks in their respective geographic territories.
If you have never actively switched since the market opened, your business is placed on a default “deemed contract” with a designated retailer. While these rates are monitored by the regulator, they are rarely the most cost-effective. You are legally free to switch away from a deemed contract at any time with zero exit fees.
The independent economic regulator for the water and sewerage sectors in England and Wales is Ofwat (the Water Services Regulation Authority). Ofwat monitors fair market competition, protects consumer interests, and sets strict boundaries on price limits.
